Colorado Springs police say 16-year-old shot by officer raised gun at sheriff’s deputy

A Colorado Springs officer shot a 16-year-old boy he said was armed and police arrested two other teens during a Dec. 16 suspected stolen vehicle investigation.
That boy, a 15-year-old boy and a 16-year-old girl all were arrested on three counts of attempted first-degree murder, two counts of attempted aggravated robbery and one count of second-degree motor vehicle theft in connection with two attempted carjackings that happened earlier in the day, Colorado Springs police Cmdr. Joe Frabbiele said in a briefing posted to the department’s website Friday. The 16-year-old boy also faces one count of assault on a peace officer in connection with the shooting.
Police did not identify any of them because they are minors.
The shooting happened after Colorado Springs officers at approximately 4 a.m. forced a suspected stolen vehicle linked to the attempted carjackings to stop by bumping it with their patrol vehicle.
Three people ran from the vehicle in the 5900 block of Constitution Avenue, but the front seat passenger had a handgun in his hand, Frabbiele said.
“CSPD officers ordered the suspect to show his hands,” he said. “The suspect did not comply and raised his handgun in the direction of an (El Paso County Sheriff’s Office) deputy. A CSPD officer then fired twice at the suspect, striking him.”
Clips of body-worn camera footage from two Colorado Springs police officers at the scene included in the video update show the boy getting out of the vehicle, and several officers can be heard commanding him to show his hands.
An officer, identified as Joshua Singels, then yells “gun,” and fires a long gun twice at the teen. The teen’s gun cannot be seen clearly in the video footage.
Frabbiele said police recovered a handgun from near the boy.
The driver, the 15-year-old boy, and the backseat passenger, the 16-year-old girl, were arrested without incident.
Frabbiele said the vehicle they were riding in was reported stolen earlier that morning and that one of the suspects shot at the driver of one of the two vehicles they tried to carjack.
Body-worn camera footage from the El Paso County sheriff’s deputy at the scene was not included in the video update.
Officers aided the boy until an ambulance took him to a hospital.
The El Paso County Sheriff’s Office is investigating the shooting and will turn over the results to the Fourth Judicial District Attorney’s Office for review.
